custody order limited to children at risk in CHINS, and/or guardianship cases and where child support is needed as income maintenance.

Health Care -access to health care is denied, including but not limited to:
Medicaid, Medicare, and Social Security benefits

Housing
a) defending evictions in public housing and foreclosure actions in private housing
b) utility matters

Income Maintenance -denial or discontinuance of income as it relates to:
a) AFDC, Food Stamps, Township Trustee or Unemployment Compensation benefits
b) establish and enforce child support (where no other means of household income is available)

Alternate Service Delivery
Advice on matters not in priorities above and/or where in above priorities, but representation not available due to limited resources.
Brief service - pro se packets and/or instructions with matters in above priorities, but representation not available due to limited resources.
Clinic - Law Clinic at Valparaiso office run by staff attorney utilizing law students in intake and legal matters in above priorities.
Elderly - for elderly with income above LSC eligibility guidelines in matters within priorities above (special funding)
Pro Bono - matters within priorities, outside legal expertise of staff attorneys, and/or legal matters not in priorities above; for example, wills, simple divorces, and bankruptcies

Emergency Service Delivery For matters not in priorities above; shall include (but not be limited to): need to protect a client’s rights, - Significant threat to health and safety of applicant where no other help is available and/or new or unforeseen circumstances.

Secretaries first do phone screening for all applicants, any time, for Porter County residency and income guidelines. If client does not reside in Porter County but the case is in Porter County, client needs to go to LS office in their area (could be Gary or Hammond office, or another LS program) and have the application taken and referred to Valparaiso office.
